How to report
Contact an ombudsman
An ombudsman is someone who investigates complaints and protects citizens’ rights. They listen and document your concerns. They gather information to do an independent review and stay neutral.
The ombudsman makes sure we follow state and federal laws and we meet our department’s goals.
There are three kinds of ombudsmen.
Ombudsman for anyone
Our office has an ombudsman anyone can contact.

If the Ombudsman cannot take care of your concern
If the Ombudsman is not able to take care of your concern, contact the office of Business Assurance and Compliance. It is a County office but not part of Child and Family Well-Being. It can also investigate concerns about CFWB and its practice.

For Resource Parents
The Resource Parent Ombudsman can help foster or adoptive parents and relative caregivers with questions or concerns about being a caregiver.

If you are going through the approval process to become a caregiver to foster children and have concerns, you may also contact this office.
For foster youth
If you are a foster youth and want to talk about:
- your case
- your social workers
- your rights as a foster youth
You can contact the California Foster Care Ombudsperson at 877-846-1602. Their website is Foster Youth Help.
If you want to talk to someone from San Diego CFWB, you can contact the local Ombudsman at 619-338-2098.
